Did the UAE Exempt Nigeria from a Five-year Multiple Entry Tourist Visa for All Countries?

A claim trending on social media has said that the United Arab Emirates (UAE) has issued multiple-entry tourist visas to all countries except Nigeria.
On March 11, 2024, an X (formerly Twitter) handle, @MissPearls, made a post that reads, “So the UAE has announced 5-year valid multiple-entry tourist visas for ALL Countries except Nigeria”

Since he assumed office, President Tinubu has intensified efforts to improve relations between Nigeria and the United Arab Emirates. There have hitherto, been different kinds of disagreements between the two countries.
In October 2022, the UAE imposed a visa ban on Nigerian travellers, which was of significant concern for both countries. This snowballed into the suspension of flights between the two countries. This affected UAE’s official carrier, Emirates Airlines.
Recently, a trending statement from the presidency said: “Joint announcement by the Governments of Nigeria and the UAE: Resumption of Visa Services for Nigerians Travelling to the UAE on 4th March 2024. The statement on social media stated that the Arab country has resumed visa services for Nigerians following the discussions between President Bola Ahmed Tinubu and Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE.
But Bayo Onanuga, the special adviser to the president on information and strategy, debunked the report in a post on his X account, stating that the document in circulation is not from the Nigerian or UAE government.
“UAE has not resumed visa issuance to Nigerians. The document in circulation is not authorised either by the Nigerian government or the UAE,” Onanuga said.
Since the ban, the United Arab Emirates and Nigeria have been embroiled in a diplomatic dispute concerning flight allocations and travel restrictions. So, having a story that Nigeria was exempted from a list of countries granted visa opportunities could be interpreted as a setback to the diplomatic rapprochement between the two countries. This prompted iVerify Nigeria to subject the claim to a verification process to check if truly all countries had been given entry visas except Nigeria.

iVerify Nigeria through a keyword search obtained a news report from CNBC-TV18 that “Dubai announces 5-year multiple-entry tourist visa for Indian travellers.” It was made known that the move comes after a record 2.46 million overnight visitors travelled to Dubai from India in 2023, marking a 34% YoY growth. Dubai welcomed 2.46 million overnight visitors from India between January and December 2023. Dubai has introduced a Five-year multiple-entry visa to bolster travel between India and Dubai, highlighting its commitment to fostering sustained economic collaborations and encouraging tourism and business ties.
Furthermore, information on the Emirates website, which is the official website for information on flights into and out of the United Arab Emirates (UAE), has a section that explains that the entry visa is specifically for Indian nationals, which is an exclusive service available to Indian passport holders who have a valid six-month visa for the US, a US Green Card Residency, EU Residency, or UK Residency.
